I am planning of travelling to either Cuba or Turks and Caicos next month (October). However, isn’t it still hurricane season? Where would you go considering the weather during October. Also consider the value. Any places you would recommend is appreciated.

Both countries have taken a great deal of punishment during this hurricane season and you are right in thinking that it’s not over yet. Weatherwise, there is nothing to choose between the two destinations. From the point of view of economy, Cuba is a far cheaper place to visit than the TCI. It also has much of historical interest.
If you do choose to travel to the TCI, Providenciales is the place to make for, as it has not suffered too much from Hurricane Ivan, although some of the beach has been scoured and it will take a while for it to get back to its normal glorious state. The islands of Grand Turk, Salt Cay and South Caicos must unfortunately be left off your itinerary for the moment.
